Tell the NYS Department of Environmental Protection (DEC) to cap pollution and release the full draft regulations for the cap-and-invest program without delay.
In 2019, our state took bold action by passing the Climate Leadership and Community Protection Act (CLCPA), committing to slash climate pollution and build a clean energy economy rooted in justice. One of the central promises of that law was a cap-and-invest program, which would reduce greenhouse gas emissions, create good, green jobs, and invest in frontline communities.
The New York State DEC has already proposed new rules to begin collecting data on statewide emissions. This is a welcome move – but not enough. We need rules that regulate capping emissions, so we can reduce statewide pollution and meet the 2019 mandates.
